Good question! A dear friend of mine has been writing an etiquette column for years, and she was a nanny during her 20s. I borrowed the term from her. She often writes on invitations, and such, “well-behaved children and pets are welcome.”
It’s just a reminder to parents (some who choose to forget such timeless basics) that they are responsible for their children at a party.
